What tower? The one at Groom? It isn't totally black. It is a dark frame of sorts with lighter colored panels, probably a phased array.

This is actually a mountain, as opposed to a crater. Not sure there'd be a reason to put an 'underground entrance' at the top of a mountain. Most likely, this is a sensor site for TTR.
