Part B7 : Air Force at a “complete loss” memo (1952)

Another FBI memo from 1952 displays further divergence between the Air Force’s public statements regarding UFOs and the views being expressed privately to the FBI.

The memo below dated 27 October 1952 relates to Air Intelligence’s views on “another creditable and unexplainable sighting of flying saucers”. The memo states that experts of the Air Technical Intelligence Center have “completely ruled out” the possibility of “weather balloons, clouds or other explainable objects” and that they were “at a complete loss to explain this most recent creditable sighting”.

The memo concludes that “Colonel Young advised that Air Intelligence still feels that the so-called flying saucers are either optical illusions or atmospherical phenomena. He pointed out, however, that some military officials are seriously considering the possibility of interplanetary ships”.

The relevant sighting was by a Navy photographer. The relevant witness is not named in the FBI document but – from the facts stated – was clearly Navy Warrant Officer Delbert Newhouse. His footage was included in the can be seen in the video below:

This Tremonton, Utah incident occurred on 2 July 1952 and involved film taken during a sighting by US Navy Warrant Officer Delbert C Newhouse. It is commonly referred to as “the Tremonton film” and “the Utah film”.

The Tremonton film was one of two motion pictures of UFO sightings considered by the Robertson Panel, organized by the CIA, in January 1953. That Panel concluded, and several UFO researchers have plausibly suggested, that the objects that were filmed were merely birds.

However, I consider the FBI document relating to Air Intelligence’s views on this sighting to remain interesting due to implications of a disparity between the public statements of the Air Force and the views (whether justified or otherwise) being expressed privately to the FBI by some Air Force officials. That existence of a disparity between public statements and the private views held by some Air Force officials, if (as appears to have been the case) it became known to some UFO researchers (e.g. www.isaackoi.com..." target="_blank" class="postlink" rel="nofollow">Major Donald Keyhoe), may have fuelled the development of UFO conspiracy theories and the related distrust of government statements.

Part B8 : FBI forensic examination in scoutmaster case

Florida Scoutmaster D S “Sonny” Desvergers and three boy scouts reported seeing a UFO in Florida near Palm Beach, Florida on 19 August 1952. UFO researcher wrote an article about this incident entitled “The Best Hoax in UFO History”.

The account of this case in Chapter 13 of Captain Edward Ruppelt’s influential book “The Report on Unidentified Flying Objects” can be found on various websites, including Fran Ridge’s excellent “NICAP” website:

Desvergers claimed that he had experienced heat during the UFO sighting and that his cap had been burned. Ruppelt wrote the following about a report on the cap:



When we returned to Dayton, the report on the cap had come back. The pattern of the scorch showed that the hat was flat when it was scorched, but the burned holes - the lab found some minute holes we had missed - had very probably been made by an electrical spark. This was all the lab could find.
During our previous visit we repeatedly asked the question, "Was the hat burned before you went into the woods?" and, "Had the cap been ironed?" We had received the same answers each time: "The hat was not burned because we [the boy scouts] were playing with it at the scout meeting and would have noticed the burns," and, "The cap was new; it had not been washed or ironed." It is rumored that the cap was never returned because it was proof of the authenticity of the sighting. The hat wasn't returned simply because the scoutmaster said that he didn't want it back. No secrets, no intrigue; it's as simple as that.


I thought it worth mentioning that, at the request of the Air Force, the FBI performed a forensic examination of Desvergers’ cap. The report on that forensic examination can be found in the FBI’s UFO files:

The second and third of the numbered points in that report suggest that Desvergers’ claims were a hoax.

Part B9: Lonnie Zamora sighting at Socorro (1964)

The FBI files also include some documents on another classic UFO case: Lonnie Zamora sighting at Socorro in 1964 – e.g. at page 113 of 148 in Part 13 of the FBI’s 16 UFO files:



Many of you will be familiar with the report made by Deputy Lonnie Zamora of a landed UFO with nearby crew sighting near Socorro, New Mexico on 24 April 1964. This incident was Project Blue Book Case Number 8766.

This incident came first in a survey in 1965 by Jacques Vallee of the opinion of various UFO groups as to the most significant UFO sightings. As part of the same survey, NICAP included this case in a list of 5 cases which it nominated as being the best. J Allen Hynek said in relation this incident that it was “one of the soundest, best substantiated reports as far as it goes”.

The FBI documentation on this sighting is, compared to the Air Force’s Project Blue Book files on this sighting, fairly limited. However, the presence of relevant documentation in both sets of files indicates the desirability of checking the files of more than one official agency if you want to obtain a complete picture of the available material.

Part B10 : “Alien” photo in FBI files

The FBI files include the photograph below of an “alien”:

This photo pops up fairly frequently on online discussion forums. For example, it is discussed on the AboveTopSecret.com forum in discussions at the following links:

Here’s a better copy of the relevant photograph (which is “Koi Alien Photo 04” in my database of infamous “alien” photos):




The FBI files show that their copy of the photograph was received on 24 May 1950, from an Intelligence and Security officer at the New Orleans Port of Embarkation:

That document indicates that the FBI apparently took the photo seriously enough to discuss it with Colonel Borden in the Air Force Office of Special Investigations. Borden said his office didn't think it worthy of further study.

The FBI files indicate that a translation of the captions accompanying the photograph referred to Wiesbaden, but the FBI did not manage/bother to trace the photo back to its source (which was, as detailed below, the relevant German newspaper, "Wiesbadener Tagblatt").

The first appearance of this photo in a UFO book appears to have been in about 1980 (in a book referred to repeatedly above, "The Roswell Incident" (1980) by Charles Berlitz and Bill Moore), with the true story being revealed relatively very shortly thereafter. However, this has not prevented the photo being republished in various books and on numerous websites - usually without the true story accompanying it.

Several popular websites are rather less forthcoming about the true story regarding this photograph. For example, see:

Even some usually very diligent researchers appear to have remained unaware of the true story behind this photo. For example, Kevin Randle and Russ Estes wrote in their book "Faces of the Visitors" (1997) that little information was available and “…with no way to corroborate its authenticity, this becomes just another picture that has no provenance and therefore must be disregarded".

In fact, Klaus Webner (still a local resident in Wiesdadener, and a UFO researcher) had managed to track down the source of the photo in 1981 as being a 1950 April Fools Day issue of the German newspaper "Wiebadener Tagblatt". It was an April Fool's joke by then editor William Sprunkel and photographer Hans Scheffler. Sheffler's five year-old-son Peter Scheffler acted as the model for the alien, with the "alien" head being painted over him. The American military authorities gave permission for "Wiebadener Tagblatt" to use real military officers in the photograph.

The photograph was published on 1st April 1950 as an April Fools joke in a Wiesbadener Tagblatt article with three photograph under the headline 'Flying Saucers Over Wiesbasden. A Giant Flying Disc Crashed at the Bleivenstadter Kopf. Crew Member Is In Protective Detention. No Cause For Panic.'". The text of that article reported the hunting down of a flying saucer which crashed during the night in the vicinity of Wiesbaden. Even a crew member had allegedly been seized and put into protective custody. The article describes a 'stange creature with only one leg moving about a rotating plate'. His arms came to an end in four stubby fingers. It was written that he had large glaring eyes and his head was an oval shape.

However, the Wiesbadener Tagblatt quickly published an admission of the hoax on Monday April 3rd 1950 under the headline “TUCHTIG REINGEFALLEN!” (“Good Letdown!'").

Over 30 years later, o Wednesday April 22nd 1981 the Wiesbadener Tagblatt published a further article about its hoax 'A Tagblatt April Joke in the Files of the FBI …. And now as a true saucer report in a book publication”

Respected UFO researcher Chris Aubeck has commented "The fact that the author confessed two days later, yet the hoax became immortal, is just so typical" (Aubeck, 2008).

Such statements were more than a little misleading given the FBI's prior involvement in investigating UFO reports, which has been demonstrated by the documents summarised above.

Part C1 : Majestic 12
The page on the FBI website relating to its “Majestic 12” file includes the following:

In 1988, two FBI offices received similar versions of a memo titled “Operation Majestic-12…” claiming to be highly classified government document. The memo appeared to be a briefing for newly-elected President Eisenhower on a secret committee created to exploit a recovery of an extra-terrestrial aircraft and cover-up this work from public examination. An Air Force investigation determined the document to be a fake.


The “MJ-12” documents are discussed in various threads on AboveTopSecret.com, including in Gazrok’s thread [url=http://www.abovetopsecret.com/forum/thread530759/pg1[The Illustrated History of MJ-12[/url].

The FBI file on Majestic 12 is fairly small and includes a copy of prominently labelled as “BOGUS”. The related documents indicate that the FBI performed a pretty limited investigation of the documents, involving asking the DOD and Air Force (Office of Special Investigations) about some of the MJ-12 documents. The files show that the Office of Special Investigations responded on 30 November 1988 that those documents were "fabricated ... The document is completely bogus".

The FBI documents do not indicate what investigation (if any) was done by the US Air Force before it stated to the FBI that the MJ-12 documents were bogus.

Nick Redfern’s book “The FBI Files” has a chapter on Majestic, which notes that he made a request to the Air Force for documents relating to the determination of the MJ-12 documents as bogus but was told that there were “no documents responsive” to his request (on page 253 of the Pocket Books paperback edition of Nick Redfern’s book “The FBI Files”).

Part C2 : Bluebook

The page on the FBI website relating to its “Bluebook” file includes the following:

Originally Project Blue Book was the Air Force name for a project that investigated UFO reports between 1947 and 1969. In 1989, an organization calling itself “The New Project Blue Book” contacted the FBI. This file consists of correspondence concerning this organization.


The relevant file includes an Air Force fact sheet on Project Blue Book and its termination, together with a small amount of correspondence with a UFO group calling itself “The New Project Blue Book”. That group basically just got a fairly brief brush-off from the FBI.

Part C3 : NICAP

In 1961, the FBI received a query from a member of the public asking whether NICAP is “a Communist sponsored outfit”. This, along with sighting reports and queries about UFOs for school projects, is a fairly typical letter in the FBI files on UFOs for the 1950s from 1960s:

On July 8, 1947, the FBI Dallas Field Office sent a teletype regarding a “flying disc” that resembled a high altitude weather balloon found near Roswell, New Mexico. This single page is a serial from the larger UFO release found at vault.fbi.gov...


The relevant file consists of a single page. The relevant teletype appears – and is discussed - at the beginning of Part B1 above. An image of that teletype is embedded below for ease of reference.

Part C5 : Guy Hottel

The page on the FBI website relating to its “Guy Hottel” file includes the following:

Guy Hottel was a special agent in charge of the FBI's Washington Field Office. The information concerning Mr. Hottel is in regard to a March 22, 1950 memo he sent to the FBI Director concerning flying saucers.


The “Guy Hottel” file consists of a single page memo by Guy Hottel that also appears in the FBI’s 16 UFO files. As mentioned in Part B3 above, I have previously devoted a fairly long and detailed thread to the memo by Special Agent Guy Hottel dated 22 March 1950 about recovery of flying saucers in New Mexico, a copy of which is shown below

One of the key characters in " target="_blank" class="postlink" rel="nofollow">the story regarding the Guy Hottel memo is a certain Silas Newton.

Silas Newton (1887-1972) was a wealthy oil producer and con-man who claimed that he had a gadget that could detect minerals and oil. He was cited as an authority in Frank Scully’s book Behind the Flying Saucers, a work that claimed to report on several UFO crashes in the area of New Mexico. In 1950, Newton said that a flying saucer crashed on land he leased in the Mojave Desert; however, he revised his claim in 1952, saying he never saw a flying saucer but had only repeated comments he heard from others. These files detail the FBI’s investigations into Newton’s fraudulent activities between 1951 and 1970.

Part C7 : Carl Sagan

The FBI has also released files relating to various famous individuals that feature in any reasonably comprehensive history of ufology. For example, the FBI has released a file on the scientist Carl Sagan.

Carl Sagan is well known as a prominent UFO skeptic and, although probably less well known, also played several fairly significant roles in relation to UFO research. For example, Carl Sagan:
(a) gave oral evidence to the “Symposium on Unidentified Flying Objects” held by the U.S. House of Representatives Committee on Science and Astronautics in July 1968, chaired by Congressman J Edward Roush. Carl Sagan’s evidence to that Symposium can be found at the link below:

I do not think the evidence is at all persuasive, that UFO's are of intelligent extraterrestrial origin, nor do I think the evidence is convincing that no UFO's are of intelligent extraterrestrial origin.
I think as each of the preceding speakers has mentioned, but perhaps not sufficiently emphasized, that the question is very much an open one, and it is certainly too soon to harden attitudes and make any permanent contentions on the subject.
I find that the discussion, like elsewhere, is best evaluated if we consider the question of life on earth. I suppose that if you had all your prejudices removed and were concerned with the question of whether the earth was populated by life of any sort, how would you go about finding out?


(b) was a member the United States Air Force Scientific Advisory Board (“SAB”) Ad Hoc Committee to Review Project Blue Book, commonly known as “the O’Brien Committee”. That committee met for one day on 3 February 1966 to review Project “Blue Book” under the chairmanship of Dr. Brian O'Brien. It issued a report dated March 1966. Details of the O’Brien committee report are given on a page on the CUFON website.


The FBI file on “Carl Sagan” file (at this link and in the downloadable archive of FBI files mentioned in the introduction to this thread)includes documents received by Carl Sagan relating to future predictions, including of a terrorist bomb attack and an explosion aboard the space shuttle, Columbia.

Part C8 : Cattle mutilations

The downloadable archive of FBI files mentioned in the introduction to this thread also includes 5 FBI files relating to animal mutilations, with the following file names:

The page on the FBI website relating to its “Animal Mutilation” files includes the following:

In the mid-1970s, reports of scattered animal mutilations in western and mid-western states concerned many people. The FBI was asked to investigate, but was unable to do so because of a lack of jurisdiction (except when such mutilations were found on Indian lands). These files consist mainly of press clippings and correspondence concerning the issues between 1974 and 1978.


I have included this file in the downloadable archive of file relevant to UFO research since animal mutilations have (rightly or wrongly) been linked to UFO sightings by various researchers. (For a sceptical treatment of animal mutilations, it is worth reading the rather controversial book “Mute Evidence” (1984) by Daniel Kagan and Ian Summers.

Incidentally, one of the best known documentaries on animal mutilations (Linda Moulton-Howe’s 1980 documentary “A Strange Harvest”) can be watched online at:

Part C9 : Extrasensory perception

The page on the FBI website relating to its “extrasensory perception” file includes the following:

ESP is considered a perception of information about events beyond what may be discerned through the five physical senses or deduced from past experience or knowledge. This release consists of cross references to ESP found in FBI files from 1957 to 1960. Several of the documents concern William Foos, a proponent of ESP. Others concern claims that ESP could be used in espionage investigations. The FBI found no scientific support for this or other claims and did not pursue the matters raised in these references.

Part D1 : Jack Parsons

Jack Parsons was a very colourful character (one of the founders of the Jet Propulsion laboratory and also an occultist - see the Wikipedia on him for basic information), probably isn’t familiar to many of those interested in ufology. He is a central figure in Nick Redfern’s book “Final Events: The secret government group on demonic UFOs and the afterlife”. Beyond any shadow of doubt, the one person whose actions led to a belief in certain quarters of the U.S. Government that the UFO phenomenon has origins of a demonic, occult, and supernatural nature was Jack Parsons, as my Final Events book makes abundantly clear.

Less well known, however, is Parsons' relationship with the FBI - which turned out not to be a good one, at all! Let's take a look...

Wilhelm Reich and his theories regarding Orgone energy are discussed in several UFO books, including being discussed at some length by Peter Robbins in the book “Left at East Gate”

From at least early 1954, he came to believe that Earth was being attacked by UFOs, or "energy alphas," as he called them. He said he often saw them flying over Orgonon – shaped like thin cigars with windows – leaving streams of black Deadly Orgone Radiation in their wake, which he believed the aliens were scattering in order to destroy the planet. He and his son would spend their nights searching for UFOs through telescopes and binoculars, and when they believed they had found one would roll out the cloudbuster to suck the energy out of it. Reich claimed he had shot several of them down. Armed with two cloudbusters, they had fought what Reich called a "full-scale interplanetary battle" in Arizona, where Reich had rented a house as a base station while he cleaned up the desert with a cloudbuster. He also wrote in Contact with Space that in March 1956 the "very remote possibility" occurred to him that his own father had been from outer space.
