Photon Band

Let me start by saying I am a very open-minded person and I am also very much a skeptic. I am wondering what the ATS community thinks in regards to this "photon band", "photon belt", "electomagnetic cloud", "Golden Nebula" that supposedly Earth will be completely engulfed in sometime in the near future.

1) Does the scientific community feel there is any astronomical evidence to support this claim? Any at all?

2) What would be the theoretical effect (photoelectric effect) of this intense photonic light making contact with a Human? With Earth? Or anything for that matter?
