VanDoomen I think you're right.

4chan did get a reputation when some people posted some things while the mod was asleep but the site admin is cooperating with federal authorities by providing details of anyone who is posting illegal images to 4chan as this article demonstrates:

Feds Raid Boy's Home Over 4chan Child Porn Post - Notorious site's administrators sparked DHS probe


According to an affidavit sworn by DHS Agent Calvin Kim, the boy uploaded an explicit photo of a naked prepubescent girl in late-February. Federal investigators learned about the post on 4chan’s “/b/” forum from the National Center for Missing & Exploited Children, which provides law enforcement agencies with tips about the online distribution of child pornography.

In turn, NCMEC itself was alerted to the teen’s posting from 4chan’s administrators, who turned over a copy of the photo along with the IP address from which the image was uploaded. Michelle Collins, vice president of NCMEC’s exploited children unit, said that the group has a “working relationship” with 4chan, and that the notorious site has been “cooperative.”
If the site admin doesn't cooperate, they can probably throw him in jail, so he's probably required to cooperate and turn in everyone who posts illegal images there, if he wants to stay out of jail himself.

Given this, I don't see how people can call it a child porn site, as the site isn't breaking the law, it's the people posting there who the site admin doesn't have any direct control over. All he can do is remove the problem material turn them in, and obviously, he has.
