China Twelfth Five-Year Plan May Add Alien Contact

China's most popular science fiction writer Liu Cixin has suggested adding alien affairs policy research to the country's Twelfth Five-Year Plan, adopted during the annual parliamentary session which ended here Monday.

"The suggestion might seem far out there, but an alien spaceship might hover right over us over any time soon," said Liu Cixin, 47-year-old electrical engineer and China's top sci-fi writer, who lives in the remote city of Yangquan in north China's Shanxi Province.

"At that time, everything we are worried about, including housing prices, food prices, medical treatment and education, will take a back seat," Liu told Xinhua.

"China, as a strong country with a long history, is playing an increasingly important role in international affairs, thus, China should take its corresponding responsibilities in interstellar affairs between the beings on earth and other planets," Liu said.

Liu created a survival of the fittest theory for sentient beings across the universe, which he called "Dark Forest," in his latest trilogy "Three Bodies." In "Three Bodies," humans hopeful of finding aliens send signals into outer space with information about Earth and its location, which proves disastrous for the human race.

We sure hope not.

So far, it seems that no official statement has been issued to guide interstellar affairs, and no governmental department has been appointed to deal with such affairs, Liu said.

"With advances in science and technology, extraterrestial life might be found any time soon," he said.

Liu mentioned that the world's largest single-aperture telescope FAST had been under construction since December 2008 in a remote county of Pingtang in southwest China's Guizhou Province and will be completed in 2014. The telescope will be able to probe dark matter, dark energy, black holes as well as look for extraterrestial life.

"The project drastically increases the possibility of finding aliens. When completed, shall we simply gather information from the universe, or shall we send signals to tell aliens where we are?" he asked.

"If we really find aliens, which department shall we report to? The Ministry of Foreign Affairs, the military departments, or some other department?"

An interesting question, indeed. Wonder how that would be handled here in the homeland?

Liu suggested to open up a new field of scientific research under the Twelfth Five-Year PLan titled "Investigations of Extraterrestrial Life," which would demand a combination of astronomy, life sciences, sociology and international politics. source

That concept would have a fat chance of happening in the U.S.A. Cooperation between the controlling entities of these disciplines? Ha!

Are the Chinese (once again) ahead of us (U.S.) in another area?

Hence the word "may"

no where in the thread did the OP say it 'WILL" be in the plan.

It also states that Liu "suggested" adding it to the plan.

Interesting topic though, the Chinese however are notorious for being very paranoid.

I do agree with your statement, I feel the Chinese are way more advanced than us. It makes sense as to why we rely so much on them in todays market

Interesting that these plans are always a couple of years in the future...keeps everybody guessing...Come 2014 and not finging any alien life as usual, they'll have an even bigger telescope that will be implemented January 2017...This world is a freaking joke.

This is where the meat of this document sizzles on the platter, me thinks.

Any individual, public or private research institution, or governmental agency that believes it has detected a signal from or other evidence of extraterrestrial intelligence (the discoverer) should seek to verify that the most plausible explanation for the evidence is the existence of extraterrestrial intelligence rather than some other natural phenomenon or anthropogenic phenomenon before making any public announcement. If the evidence cannot be confirmed as indicating the existence of extraterrestrial intelligence, the discoverer may disseminate the information as appropriate to the discovery of any unknown phenomenon.

2. Prior to making a public announcement that evidence of extraterrestrial intelligence has been detected, the discoverer should promptly inform all other observers or research organizations that are parties to this declaration, so that those other parties may seek to confirm the discovery by independent observations at other sites and so that a network can be established to enable continuous monitoring of the signal or phenomenon. Parties to this declaration should not make any public announcement of this information until it is determined whether this information is or is not credible evidence of the existence of extraterrestrial intelligence. After concluding that the discovery appears to be credible evidence of extraterrestrial intelligence, and after informing other parties to this declaration, the discoverer should inform observers throughout the world through the Central Bureau for Astronomical Telegrams of the International Astronomical Union, and should inform the Secretary General of the United Nations in accordance with Article XI of the Treaty on Principles Governing the Activities of States in the Exploration and Use of Outer Space, Including the Moon and Other Bodies. Because of their demonstrated interest in and expertise concerning the question of the existence of extraterrestrial intelligence, the discoverer should simultaneously inform the following international institutions of the discovery and should provide them with all pertinent data and recorded information concerning the evidence: the International Telecommunication Union, the Committee on Space Research, of the International Council of Scientific Unions, the International Astronautical Federation, the International Academy of Astronautics, the International Institute of Space Law, Commission 51 of the International Astronomical Union and Commission J of the International Radio Science Union.

Declaration

Of course, there are a few different views of how this close encounter actually goes down. Consider these:

The very fact that we now are seeing a magazine like Popular Mechanics devoting its front cover to the subject of UFO's and Aliens with the supposition that it is inevitable that they will arise, is just another very large "sign of the times".

And to add religion to the mix...

Finally, let us examine pertinent passages which may speak to this UFO/Alien plan.

Revelation, Chapter 9, speaks of demons which are released from the bottomless pit of Hell, called the Abyss. Resembling locusts to the Apostle John, they will stream over the earth to afflict and torment unsaved people. Their leader is called Abaddon or Apollyon. Incredibly, the New Age writings refer to these beings constantly, by these names, as being "enlightened" leaders of the New Age.

In Revelation 16:13-16, we see three spirits of demons which come out of the mouth of Anti-Christ; they perform such great signs and wonders that they deceive the rulers of the earth. This is precisely the part of the Plan which Aliens are to perform. They will especially deceive the Presidents, Prime Ministers, Kings, and Queens, of the governments throughout the world. Everywhere the message will be the same. "We have come to help lead our Earth brothers into a new level of consciousness of which Maitreya the Christ is speaking." Aliens and UFO's will literally hover over and around Maitreya as he is staging his appearance. This is the Plan.

What will be the reaction of the vast majority of the peoples of the world? They will be absolutely astounded beyond words or imagination. Since their minds have already rejected the concept of the physical existence of demons, and have been conditioned to accept as reality anything which they can observe through their physical senses, they will accept these Aliens and their incredible claims. Alien conditioning through books, magazines, TV, movies, and even the trash magazines of the Enquirer variety, will have taken hold.

And, the Cometgate article has nothing to do with religion.

People will believe and allow themselves to be lead away into spiritual error. They will accept the claims of Maitreya the Christ, the Anti-Christ, and will be doomed forever. Likewise, people who have given themselves over to occultic hypnosis, during which they have been preprogrammed to believe, will be deceived. People who have filled their minds with Science-fiction novels will be predisposed to believe. And all mankind will believe because they are without the Truth of Jesus Christ. Upon all such peoples, the deception will fall, to permanently and eternally set their fallacy.

Biblical prophecy will have been fulfilled. The Anti-Christ will deceive the entire unsaved population of the world. He will proceed to confirm the peace treaty with Israel and the Great Tribulation will begin. Are you spiritually ready? Is your family? Are you adequately protecting your loved ones?
