Defense industry personnel have found tracking devices in coins found on their person.
Is it specific target espionage?
It is possible that this is disinformation to cover up the fact that governments are tracking gold with rfids on a huge level. Maybe this article was released to make us believe that it is an isolated incident within the intelligence community.

Useless for tracking but it could be used as a method to covertly transmit sensitive data in a way that conventional surveillance methods would miss.
