I agree about "TPTB" wanting to restrict the internet, but I don't think Wikileaks is any kind of a "catalyst".
Look at it this way - people will go 50/50 for/against Wikileaks. Consider the opinions you see on this site. Some think the guy is a hero, some think
he is a spy who has gone against the government.
There is too much fractured opinion on this for it to work as a catalyst for change. There would be too much dissent as there is no uniform sentiment
on the issue. Which in turn would cause too many problems. Which has indeed already happened - some want the guy freed, others have hacked sites in
retaliation, others are calling for his head as a traitor.
What TPTB or "the gov" will do - should they want to further restrict the net - is they will "sell" this under the guise of protecting children.
Because you'll get near 100% of the people behind *that*, or at least few who will complain if its "for the children".
I personally think the entire Wikileaks drama is staged. For what reason, I don't know. Perhaps to incite or justify some military activity.
I do not believe the farce which is WL is to restrict the net. All you'd need for that is a big batch of kiddie porn, one could even "invent" a
widespread child trafficking ring - and voila! Net freedom would be GONE.
