Imo, I think it is has something to do with Democracy the way she gets depicted by said Angel who showed the vision. She sits over the many waters an waves, an rides the fourth/first beast of the sea, an is evidently attacked by the same beast.

Also democracy doesn't tend to fit the biblical narrative, with rules written in stone, that it shall be. Also the fact that democracy is often considered feminine in old schools, and Jesus being crucified happened cause it came down to a popular vote.

Also, the cult of Ishtar was pretty openly...strange...
