It's a ballistic missile submarine base that has room to tie up about two subs.

If you look to the east side of the docks, you will see a disguised area that is supposed to be a field covered with shrubs. I think that it is actually an area for subs to dock that is accessed via an underwater tunnel.

My dad was drafted during the Vietnam years and worked on weapon systems during his time served. They would deploy him to islands out in the Pacific. There were, and maybe still are, big military bases there, which most soldiers only knew as a number or code.
