You are partially correct, Crowley did popularize the phrase, but if we are being technical, Crowley actually stole it from Francois Rabelais, a french renaissance writer.
And it is one of the on-going mottos of the Church of Satan

Very true, crowley based his whole philosophy around something Francois Rabelais wrote, I believe. I was not aware that it was a motto of the CoS too, very interesting. Learn something new everyday
