J.R.R. Tolkien was a leading scholar of the English language’s Anglo-Saxon roots, and he invented entire languages for his legendary Middle Earth narratives. According to a new restricted exhibit at Britain’s intelligence-agency Government Communications Headquarters, the acclaimed author and philologist also trained to crack a few languages at the top-secret Government Code and Cypher School before World War II.

And in the Lord of the Rings Tolkein presents the character of Gollum who is supposed to be a Hobbit that is deformed by a prolonged evolution underground to the point that he is no longer recognizable as a Hobbit...

It is not his life underground that changed Gollum, it was the corruption of the One Ring.

You are confusing what may be a coincidence as a direct correlation. Plus you are relying on just one depiction of Gollum out of possibly hundreds to make your case. For instance, this depiction looks nothing like a grey alien. And even in the image of Gollum you cite there are far more differences than similarities with a grey alien.

Still could be a correlation, "The Ring" could be symbolic of technology and the result of it's corruption is the Gray physiology... as I mentioned they survived Millenia underground after their planet's biosphere was virtually destroyed.

But I do believe in fate and the turn of the card and it just so happens the most widely spread image of Gollum is the Jackson version now.
Under the cliffs of Bimble Bay
Is a little cave of stone
With wet walls of shining grey;
And on the floor a bone,
A white bone that is gnawed quite clean
With sharp white teeth.
But inside nobody can be seen --
He lives far underneath,
Under the floor, down a long hole
Where the sea gurgles and sighs.
Glip is his name...
And Glip listens, and quietly slips
And lies in shadow by.
It is there that Glip steals his bones.
He is a slimy little thing
Sneaking and crawling under fishy stones,
And slinking home to sing
A gurgling sound in his damp hole;
But after the last light
There are darker and wickeder things that prowl
On Bimble rocks at night.
