Waste burning

I was just wondering when Bill Frost and Frank Kaza were allowed to die because the materials in the burning waste was so classified and the Airforce would not disclose what they had been exposed to. Why didn't they just go the these 2 gentlemen's doctor's and say heres is what they were exposed to now treat them and sign this non-disclosure agreement form. Or bring in there on doctors to treat these 2. People are expandable to the military but was it really that secret that another way could not have been found. If the doctors ever told what they were exposed to they would never practice medicine again or go to prison.
