Who could be behind UFO hoaxes?

I have been changing my opinions on the UFO phenomena over the past year from that of believer to that of partial skeptic and I have personally had two UFO sightings.

My last UFO sighting was on a lake in the Northeast US. The day of the sighting which took place at midnight or so a helicopter flew a sort of search grid over the lake and surrounding countryside. We watched the helicopter for some 10 minutes and then if flew directly over our campsite and over some friends out canoe fishing a large distance away. Then that night we saw the ufos. So I'm wondering if the helicopter was looking for aliens and UFOs or was it looking for an audience for a show?

QUESTIONS:
What orginizational body could be behind perpertrating a UFO hoax?

Why, when I look at the live report map on mufon.com, are almost all the reports restricted to US (and UK and Canada to a lesser extant)?

Why have reports increased so much from the 1940's to now?

Why do the UFOs seem to evolve with our technology?

Who or what would benefit from a UFO hoax on a massive scale?

How could such a program remain secret and above oversight?
