I'm thinking flares or fireworks of some sort. Really dosn't look that mysterious unless you've got some pre-suggestion.

So where was this video shot, who videoed it, when was it taken and what do you think it is?

Not very good, It is a Ufo. Trash, flame colour lights are not good ufo footage, espesially when they seem to be drifting with the wind.

Its looks exactly like A couple of skylanters as seen from a distance, and i expect it was the Video guy who set them off.
