It's a modified 747 used for firefighting duty. In the tests they used water. They also have used the standard firefighting chemicals.

Aircraft dump fuel all the time.

That's what it looks like to me.

I'm not an aviation expert but it looks like a fuel dump to lighten the load.

Fuel dumps are in the wings, and they don't dump NEARLY the same volume. That's a special vent used to drop water and firefighting chemicals at high volumes.
