China has opened up 24 Cold War era air-raid shelters and is inviting people to spend the night. Free tea, chairs, newspapers, magazines, and a cooler
environment is announced as a reason for visiting theses shelters each night. Is China simply helping the poor, or are the Chinese planning to attack,
or expecting an attack from another nation? Are we to believe that shuffling tens of thousands of people in to air-raid shelters each night is
normal?

CHONGQING, June 21 (Xinhuanet) -- People who suffer sauna-like weather but do not have access to air conditioners in Chongqing, a city known as one
of China's climatic "stoves", can find shade at former bomb shelters in the city since this week.
The municipal government has decided to open 24 air-raid shelters later this week, most of which were built in the 1960s and 70s, to people
suffering summer heat, said a local official. Safeguards and cleaners are in place to guarantee a sound environment. Free tea, chairs, books and
newspapers are provided in the shelters, the official said.

Let's not jump to conclusions all at once here. This could simply be a great project to help the less fortunate in China cope with the warm humid
nights that they are experience right now. China isn't know for being a great human-rights supporter and this would help out their image greatly.
On the other hand, it's not normal to shuffle tens of thousands of people off to air-raid shelters each night. What is the purpose of that? It could
be an attempt to confuse other nations would most certainly be concerned if the saw China renewing air-raid drills. Is an attack being planned? Is
China expecting to be attacked? Both are very valid questions.
The next logical step is for China to start offering relief from the cold of winter in these shelters. When year-round activity is seen in these
air-raid shelters, intelligence gathering on this activity becomes useless.
