Perhaps, they are looking for additional money. I always suspect that with the introduction of a new tax. Like here, the tax on sweet drinks was introduced under the guise of the fight with diabetes.

Yep absolutely, they always want more money. I can remember the peace dividend that we were supposed to get when the USSR collapsed. They soon spent all that on other stuff.

I usually have enough packs that if a non-smoker has a opinion I won't run out while I "educate" them on just how more in taxes they'd have to pay if we all quit. Smoking taxes pay for quite a few things here in the US. Plus there's the added caveat "My Parent's didn't raise quitters!". For annoying inquiries they get severe stink eye while I ask,
"Do you tell your Wife what she can or can't put in her mouth?"

I absolutely detest the idea that we should be taxed on sin. What if I think not eating bloody red steak is a sin and not drinking Wray and Nephew overproof?

Yeah, that's one thing not clear with the idea of digital currency and rationed or allotted access to goods and services. The black market is and always has been essential for liquidity. Do away with cash. then what? People on street corners hawking bootleg fags and vapes for..? Red meat? Slab of cheddar? Silk? Second hand car parts? What will become currency in the black market? Will that too be imposed or will dealers and black market tax dodging businessmen create their own?
