Flag error -- 20 posts needed to flag, page 1

Any one else having errors when trying to give a post a flag. For me it always appears that the flag has been clicked when this is not the case. When I do click on the flag I get a fail error message.

You must have made at least 20 posts before you can flag a thread.

However, you can still star where it is permitted. This particular forum is excluded.

It also seems I can't message any member until I have >5 posts. Is this correct? I sent a member a message only to have a message tell me that I can't message any members and only staff can receive my messages.

AFAIK that is correct.
