Do not know if this is supposed to be a alien craft trying to share the latest news from their home planet with holographic video of sorts.
Or some kind of human contraption or cgi.. any Russian translators around ?

It looks like a commercial for something at 2:31 you can see logo of some company and letters, I don't know rusian but they at that time say something like " I don't know when they put this here it is commercial for bank " something like that I am not sure but probably somebody here knows rusian and can translate

As far as I remember this old footaged did show a manmade construct for a nearby exhibition.

Snowglobe decoration.
I've read about metallic spheres which don't glow and make fun colors, those in many cases remain unexplained.

But that, that is a clever holiday decoration.
