Oh I get your quarrel now... You associate suing with profiting...

The intention behind suing is to make wrongdoers pay for their wrongdoings, not primary to enrich the victim, it should get paid for the damage though be it financial , physical or psychological.
In my opinion the wrongdoers should have to pay for the crime on top of that.

Assuming that is his intention, feels a lot like projection. Not everyone is only self motivated.

It could also be seen as a good example of how to get the public aware if their importance when it comes to their government and it's actions.

Calling people stupid does not help your cause, assuming you are people too.
