Ian Dury was great. Some pretty good musicians worked with him. Can't remember just now which album it was (Lord Upminster - possibly ) but Sly and Robbie did the drums and bass.

Doesn't really qualify as a band, and the 'best' is subjective to say the least, but my favorite bad musical act was Larry "Wild Man" Fischer. He was a mental patient on the streets of LA who used to make up songs on the fly for a dime. Zappa somehow got ahold of him and made a couple of albums. Songs like "Working for the Federal Bureau of Narcotics" and "Jennifer Jones is Lying Dead on my Porch". The height of high school hilarity back then. I regret nothing.
