I apologize for this link you're going off of, it's prior to the major cases of this, it's bad evidence. This was the event.

Still does not explain why the quality is not consistent. It doesn't just get bad, it get's really bad. Then it doesn't just get good when needed, it gets really good, and can zoom and pan without issue.

The times it gets really bad, the entire scene is changing. The bit you put up with the limo was that way all the way through. If he swings the camera, pixellation. If they all wave their arms around and stuff, pixellation. It's the way compression works.

Maybe that looks different, what you posted is bone stock compression artifacts of the sort I'd expect to see.

Edit: It was shortly after the flash bangs and then to the end of the event.

Yes, I had suspected nothing by this point too, so I'm still searching for links. I think by tomorrow someone will probably have uploaded the whole video.

The shock is seeing the clarity dramatically improve when needed by the news, or the reporter is posed a question about what he specifically sees by the anchors, or the camera is trying to show something, then reducing in quality again after. Not the bad quality generally existing in those conditions..the improvements are unexplained in contrast, the bad quality can make sense.

In head shots of the local guy, they generally try to set the shot up so that the reporter is isolated and there's less distracting background. In that case, like I said, if he generally holds still for a second, the compression engine will forward all the background detail and then settle down to just forwarding the moving mouth area, it's got enough bandwidth for that.

The local guy and the cameraman are skilled at not making gross motions in those shots. If you remember back to when on-scene low-bandwidth reporting was new, the transmissions were god awful because they tried to shoot it like an action scene, these days they are smarter about it. So the talking head shots are good, the crowd shots are not. It's compression in action.
