The argument is a bit amusing. Anyhow like one poster mentioned, this thing is just a crude and simplified swamp-cooler. A modest evaporative effect, and the design is about using cheapest materials possible. As for airflows and nozzles or whatever, that's being silly. The airflow is only going to be the breeze you get that day. Pressures involved are ambient, there's not going to be any compressive venturi or nozzle effects like you'd see internal to a closed circuit evaporative expansion AC unit.

Speaking of closed circuit evaporative expansion cooling used in modern A/C or refrig, you don't need electricity for that either. You just need something able to turn the compressor. They're only electric because a motor and electrical circuit happen to be the easiest and most convenient way to run the pump and regulate operation with temperature controls.
