Archers don't loose arrows one at a time, but in bunches. Whatever defenses there are will hold out a while and eventually be overwhelmed.

Thats the strategy with stones, arrows, shells, bombs ore hypersonic sea skimming smart missiles. Even easier if the targets can't submerge or fly away.
