The imagery is dated 5/3/2014, but I don't know when it was uploaded to the server.

The changes are easy to spot, though not very exciting. For instance, they were repairing/maintaining the VOR at the time.
38°19'26.17"N 116°16'49.21"W
Two trucks and an open gate are easy to spot.

The satellite pass was directly overhead, as you can see by the communication tower sides not being visible, i.e. a direct overhead shot.
38°18'40.28"N 116°16'46.23"W
The companion microwave dish is located on Halligan Mesa at
38°30'18.30"N 116° 8'49.86"W
This system is probably related to the P25 trunk system at Base Camp, which replaced the old EDACS system. They added a dish to Bald Mountain a few years ago which also points to Halligan Mesa.

Two other vehicles are by the runway:
38°18'50.44"N 116°16'57.84"W

This is a spot where they normally park trucks, and they are absent in the new imagery, so perhaps these trucks are by the VOR and runway:
38°18'37.09"N 116°16'45.92"W

A small shack was added here:
38°18'36.82"N 116°16'42.41"W

Another new shack at
38°18'35.56"N 116°16'55.89"W
though maybe they just moved the one at
38°18'36.48"N 116°16'55.37"W
visible in the 8/9/2013 imagery.

When you places Xs on your runway so as to pretend the runway is not in use, you should periodically touch up the paint. All the aircraft that land at your unused airport do take their toll on the paint:
38°18'56.20"N 116°16'59.16"W

The southwest corner of the new imagery is at
38° 0'30.25"N 116°46'54.22"W
which is way north of the TTR. For the same date, the northwest corner appears to be
38°57'29.89"N 116°46'29.88"W
but then if you go further north, the imagery is even later.

Nice catch, good point about condition of the closed X's

I do notice a lot of vehicles parked at the "motel"/accommodations area. Must be something going on; every time I have been there that area was deserted. May 3rd, 2014 was a Saturday, off for the weekend from some exercise?

Another new shack at 38°18'35.56"N 116°16'55.89"W though maybe they just moved the one at 38°18'36.48"N 116°16'55.37"W

Looks more to me like the 38°18'36.48"N 116°16'55.37"W shack got moved a short distance to 38°18'35.53"N, 116°16'55.88"W

The shack you indicate is basically the same shack I indicated. That is, the coordinates are virtually on top of each other.

I don't know how trustworthy the imagery dates are for Google Earth. I assume the satellite uses zulu time, so the date could be off by a day for local time. Note some of the imagery is from fixed wing aircraft. This is probably more likely over a city than in the sticks.
