May be this new hangar is for the LRS-B program, a team will be select in 2015 its the good timing, at this time surely the new hangar will be ready to work.

Yeah it can be anything, maybe it is just something as boring as an anechoic chamber so they don't need to fly items between Area 51 and Edwards. It seems big and is positioned in a area where activity is minimal etc.

Normally I would say the satellite image tells everything, but in this case it is nice to see the building from Tikaboo as well, otherwise you really can't tell how tall this build is.

Looking at the framing, there is a lower framed area in the front. Maybe the hangar door won't be nearly as tall as the rest of the building if this framing is for the door.

That said, if the plane isn't some tall beast, the overhead space may imply that the building will be used for final assembly. That is have room for overhead cranes.
