A bill that intensifies border and aviation security, wiretaps, and consolidates 15 spy agencies under singular control, has been passed by the House. The bill passed by a 336-75 vote on the floor, and creates a new intelligence director. It also establishes a couterterrorism center and sets priorities for intelligence gathering.

Associated Press- WASHINGTON - The House voted Tuesday to overhaul a national intelligence network that failed to prevent the Sept. 11 attacks, combining under one official control of 15 spy agencies, intensifying aviation and border security and allowing more wiretaps of suspected terrorists.

"We have come a long way toward taking steps that will ensure that we do not see another September 11th," said House Rules chairman David Dreier, R-Calif. Now "we have in place a structure that will ensure that we have the intelligence capability to deal with conflicts on the ground wherever they exist."

Congressional approval would be a victory for Bush, whose leadership was questioned after House Republicans refused to vote on the bill two weeks ago despite his urging.

Well, I am split on this one. On one hand it gives more central control, on the other it may undermine key relationships within the separate intelligence agencies. It will be curious to see who they select as the new intelligence director.

Darwinism applies to our species and to intelligence agencies in a corrupt environment and to ATS news topics.

I prefer this one to the other one (POLITICS: House Approves Intelligence Overhaul)... LOL.

Cheney had already dismantled and reassembled the inter-agency communications structures to the extent that the intelligence gathering for Iraq became dysfunctional focusing only the administration's criminal intent.

The process could be streamlined by simply creating:

(1) The Office of Electoral Fraud
(2) The Office of Terrorising US Citizens
(3) The Office of Manufacturing Intelligence Reports.

This way the Bush administration's mission is fulfilled, and there is no need for expenditure on any pesky national security programs or to fire any official for incompetence.
